3.7.3.3 Return/Relief fan #822

What 90.1 PRM Section(s) are relevant to this issue?
3.7.3.3 Return Air Path and related language in other sections

Explanation of issue:
The PRM indicates that the baseline building has a return fan for systems 3-8 
if the proposed design has a return fan, but doesn't say anything about relief 
fans. Was this intentional?  Section G3.1.2.9.1 suggests that the rules should 
be extended to relief fans.

Proposed resolution:
Clarify if relief fans are in the scope of the baseline rules.

I agree that based on G3.1.2.9.1 relief fans should be treated the same as 
return fans.
