3.7.6.2- preheat coils

Explanation of issue:
David had asked a question about how to deal with a proposed building with 
preheat coils in some spaces. In the scenario when the baseline model has one 
system per floor and is required to have preheat coils (because the proposed 
building has preheat coils), the rule isn't very clear on how to address the 
situation when some spaces in the proposed model have preheat and some don't. 

Proposed resolution:
If proposed building has preheat coils AND baseline system is 5-8, then the 
baseline will be modeled with preheat coil controlled to a fixed setpoint 20°F 
less than the design room heating temperature setpoint. The rule will apply 
irrespective of the % of spaces with preheat in the proposed building

If there are different design heating setpoints for spaces served by a single 
system, it should be based on the space with the lowest design heating 
setpoint.
