90.1 - Utility Rate Values #845

Scott and Supriya,

1) Was there a reason that the Average State Costs on the Utility Rates tab are 
not editable ?  I think that these values should be editable.

2) Do we have a table for average state costs for propane and fuel oil ?  Right 
now the values are zero for both.

To close the loop on this, we discussed this issue during the weekly call. App 
G states that 'utility rates from different sources may not be mixed in the 
same project. So, if a user goes with State Average Utility costs, these should 
not be editable. Else, the user can enter custom utility rates
