Issue Summary:
List the steps taken to produce the error. For example:
      1. step 1 – open the file
      2. step 2 – click calculate
      3. step 3 – software produces error message

There is a bug in version 3 for water heaters.  In order to calculate the 
TankOffCycleLossCoefficient, a thermal efficiency value is required, even 
though the interface indicates that this is required only for larger water 
heaters.  If you enter a thermal efficiency, then this error will not occur.  

This bug has been fixed in version 3a, due to be released by Monday or Tuesday 
of next week.
