90.1 Lighting Schedules #876

Luke,

The current version of the 90.1 ruleset on the repo does not allow the user to 
define the IntltgRegSchRef or the IntLtgNonRegSchRef.

The schedules can be changed in the interface but the schedule simulated in the 
proposed and the baseline is always the lookup table schedule.
