Default value of cooling supply air temperature #882

The cooling supply air temperature defaults to 60F at present. Is there any 
reason for specifying this value?

55F would be a better default.

What steps reproduce the problem?

For systems, the default is now set to be max( 55F, zone cooling design SAT). 
The zone cooling design SAT is specified to be 20F below the minimum value 
specified in the cooling thermostat schedule. Using the default schedules, the 
min value is 75F, which results in a 55F zone design SAT.
