Allow input of VAV damper position for dual maximum control #883

What steps reproduce the problem?
1.Open test case - Medium office
2.Select air system data
3.Change reheat control to 'Dual Maximum'

What version of CBECC-901 are you using? On what operating system?
2013-3b(689)

Please provide any additional information below.
User input of damper positions should be allowed for dual maximum reheat 
control. The baseline would default to single maximum

Can you clarify what do you mean by "input of damper positions?" The terminal 
min and htg max flows are specified at TrmlUnits.

As best I can tell, E+ only supports DualMaximum (Reverse) control for VAV 
boxes with HW coils. I will re-review again, but that is what I recall.

The rules for the baseline have not been updated, but this and the 30% min flow 
for System 6 is on my list for today.

Discussed on call, made clear that this control is supported in CBECC.  
However, since DualMaximum is only applicable to VAVReheatBoxes w/ hot water 
coils, this is not the focus of Phase 1.
