Window Shades - Transmittance #907

Scott,

When testing window shades for both  Detailed and Simplified Geometry, we 
noticed that the transmittance of the window shades (Win:OverhangTrans) is not 
being set in EnergyPlus.

We are seeing this issue for the three sections on the Window Data Screen: 
Overhang, Left Fin, and Right Fin.

Also, Energy Plus does not allow a constant value to be passed as a 
transmittance option, it only allows schedules (even if they are a constant 
value).  However, based on what David said about other constant schedules in 
CBECC-Com, we can say it is a constant value in CBECC and then OpenStudio will 
translate it into a schedule with that value.

Fixed 1/20/15 in SVN r2960 and r2961 through enhancements to ExtShdgObj 
property additions and corresponding changes in OpenStudio translation from SDD 
-> OSM.
