another error I can't resolve #910

There is no option to input range.  All I have done is create a cooling tower 
and a capacity.  I left the airflow and flow rate at zero, assuming they 
autosize?  This is a VFD cooling tower.

2015-Jan-16 14:23:12 -        1: CoolingTower:VariableSpeed, "HEAT REJECTION" 
the design range temperature of 11.11 must be within  the model limits of  1.11 
and 11.11 degrees C

Please provide the CBECC-Com cibd file since we can’t resolve the error being 
reported without looking at the project file.
