T24 Compliance Unmet Load Hours #923

I would like to know what effect unmet load hours have on T24 energy 
compliance. It is often the case that CBECC-COM will report a number of unmet 
load hours in the proposed model, possibly a few hundred hours. My assumption 
is that a building should still comply as long as the system capacities we 
modeled in the software match the scheduled capacities on our drawings. Is this 
true?

Currently, CBECC-Com enforces an unmet load hour limit of 150 heating or 
cooling hours in any zone during occupied hours.  If the heating or cooling 
unmet load hours in a zone exceed 150 occupied hours, then the user is expected 
to increase the heating or cooling capacity and the associated airflow rates 
such that the loads are met.  Note that since supply airflow rates are often 
determined by the required cooling capacity, increases in cooling capacity may 
require an increase in supply airflow rate at the system fan and the terminal 
unit in order to realize the reduction in unmet load hours.  The user should 
also set the exceptional condition, "Does the rated capacity of any HVAC 
equipment installed for your project not match the value used in the compliance 
analysis?" to Yes.
