Pump:VariableSpeed not shutting off #930

For a WSHP system using a condenser loop with boiler and cooling tower, each 
with a child variable speed pump, the pumps operate continuously, even though 
Pump Control Type = Intermittent.  

This came up because we currently do not allow variable speed pumps on 
condenser loops.  It was thought that perhaps they would be OK in the situation 
here where there are no chillers, but it doesn't appear that they operate 
correctly.  I started with the attached model, but then manually modified the 
.idf to replace the constant speed pumps with variable speed.

It seems that the minimum flow needs to be set to zero.  Previously identified 
in 325.  Closing issue.
