VRF Systems-NOT FOR PERMIT USE Title 24?? #935

I was told by the C.E.C. to contact you regarding this issue.

I am using Energy Pro v6.4.0.3 modeling a VRF System for a small Classroom 
Building at UCLA. On my PERF-1C Form it says NOT FOR PERMIT USE. Energy Pro FAQ 
says that the VRF System is not yet approved by the C.E.C. for Permit Use.

1. Will, or When will the VRF System be approved?

2. This is a LEED Project. LEED accepts and encourages VRF Systems. C.E.C. 
tells me that “some compliance software cannot model VRF” as a reason, but 
Energy Pro obviously does, in fact have the ability to do so.

Energy Pro FAQ is telling me to model this as a minimum efficiency split system 
heat pump-efficiency rating of 13 SEER/10 EER.

So, would it be acceptable to model it this way (Split System Heat Pump) JUST 
for Permit and then use my VRF Energy Model for LEED?

I need to know as soon as possible.

To my knowledge, the CEC has not certified the VRF model included in EnergyPro 
for compliance use.  CBECC-Com does not yet support VRF systems, although this 
capability is planned to be available sometime in the summer of 2015.  In the 
meantime, if you use CBECC-Com, the Exceptional Design compliance path allows 
you to use the EnergyPlus VRF modeling objects to explicitly model a VRF
