Issue with Mixing Existing and New HVAC Equipment #960

I have a model that has 4 PVAV units, two are existing and two are new, and 
there is also an existing PTHP serving an electrical room. When I run the model 
without the PTHP and just condition the electrical room with a terminal box 
served by one of the new systems, it works fine. Moreover, the model works fine 
if I create the PTHP and set it as new, but if I set it to existing then the 
baseline model that gets created doesn’t include the new 2 new PVAV systems 
in the baseline and this obviously skews the consumption values by a large 
margin. The images below show the scenarios:

With the PTHP as new the performance is a little worse than code, but without 
it the building performs a lot worse than code. I’ve attached the proposed 
.xml file and if you run it with adjusting the status of the PTHP you will 
notice the change described above.
