Do hazards trigger adjacency bonuses?
Do hazards trigger placement bonuses?
Does placing an ocean next to a hazard cost the player placing the hazard?
Confirm upgraded oceans work with Desert Settler.

Do hazards trigger adjacency bonuses? No. AresHandler places tiles outside of Game::addTile

Do hazards trigger placement bonuses? Game::addTile

Does placing an ocean next to a hazard cost the player placing the hazard? Yes.

Confirm upgraded oceans work with Desert Settler. Added test.
