Cards have not been properly analyzed for correctness. For instance in one case the card text said it cost 13M€ but in code it cost 26M€. But bafolts/terraforming-mars#1455 ought to simplify a lot of this.

The Industrial Center icon is wrong - should be 1 steel.

Fixed a broken Ocean Farm (wow was that broken.) and a few random things, should be good now.
