Develop Ado::Plugin::Admin #82

Commits related to implementation of Ado::Plugin::Admin will be marked in this issue. A new repository (https://github.com/kberov/Ado-Plugin-Admin) was created. From Ado we will move some pieces of code to the new plugin. In the new repository the inchstones defined in http://news.perlfoundation.org/2015/01/grant-proposal-ado---a-rapid-a.html will be reflected by Issues
