Runtime error #51

Im not sure what happened but in the city of Ephesus, I queued a Frigate Armada and now i cannot open the production screen for the city at all.

I just had it happen again with another city. I queued several bombard armies, then clicked the X button to clear the queue. The production queue then became glitched.
