Fixes #137 - Create issue templates

Related Issue/Keyword: Closes #137

Description: Add issue templates. This means when creating issues people will have the option to choose between creating a feature issue or a bug issue and can just fill in the template accordingly. I have also updated the wiki to explain the new issue templates.

[ ] ~~Meets the projects coding conventions~~ - N/A
[x] No out of scope changes
[x] @Mentioned any relevant team members

Templates are looking good! In the bug report template 'behaviour' has two different spellings, it would be good to have this consistent. Also, just wondering if the headings should have consistent capitalisation as well?
