Add Linter documentation and Enforcement on Pull Requests #205

Description Currently, there is no documentation for the linter, and there is no enforcement for using the linter on PRs

Acceptance criteria There must exist a new page on the wiki to document how to use the linter There must exist a checkbox on all PR's that check that linter passes

Pointers / Solutions Add pages to the documentation page Add linting checkbox to PR

Additional context The linter is already in the main repository, documentation and enforcement is needed as PRs are tracking in unlinted code.
