[WIKI] Developer Guide Intro Page #249

Description The Developer Guide main page needs relevant information for future developers to use. Currently, it is a blank page with a header, as it was created in the initial Wiki setup.

Or alternatively, this page needs to be removed if no longer deemed necessary.

Acceptance criteria

A description of the developer guide and an introduction to the developer should be on the Wiki here

Approved - We should make user guide and developer guide fit the same style.

The Developer Guide page has been updated in the wiki, I added a brief overview of the project including instructions for setup and contributing.
