To reproduce

npm start
either sign in or continue without sign in
open a local repository with no modified file (no changes to stage or commit)
the file panel has no modified file showing, but the "select all" checkbox is ticked

@dlrrb4714 This is a duplicate of #186 and it has been resolved by #187.
