Refactor some code, add support for Radius certificates #46

This is kind of a major refactoring because I think over time there's been some creep that led to hard to read code.

There are several changes in both the 99-udm-le.sh, and udm-le.env file, so I'd suggest updating those in your local installation and not just copying udm-le.sh over top of your existing install.
