Fix Null Island inlets and those at MES #50

The Survey123-entered cleanings were designed to be conducted at the inlet, not back at the office or using a device without GPS. There are a growing number of inlets that appear at MES HQ or on Null Island, a fictional place at coordinates 0,0.

@HollySchuelerKCI can you work on moving them next to their inlets?

@klangway can you work with the field teams to have them start the survey when they're in the field?
