Change time of services recycle and sync to after 4:00 AM #67

I spoke with Kevin Clarke Friday about night work. His crew often works on cleaning during the nights when traffic volumes are lower. We need to ensure services do not go down during their regular working times. They are always off the road by 4:00 AM he says

@johnshiu what time does the nightly update run?

I'll need to adjust the nightly recycle of the service to happen after 4, but not around when your nightly sync is. The recycle should only take 5-10 minutes but that'd be critical for field crews.

@talllguy, the nightly AGOL sync runs at 4:30 AM, followed by the ICP refresh at 4:50 AM. I think by 5 AM, the data should all have been updated in the ICP.
