Moved these two conditions into the underground section.

Changed label for FACILITY_ID to Overall Facility ID in UG form

Removed check on if item is UG BMP on UG survey

I added surface condition and surface access condition back to the outer BMP inspection in the UG form only (version 3.3.3). Right now they're not storing any data because the fields are not on the feature service yet.

🚀 ✅ Added the fields in the AGOL inspection and fixed in Survey123 form release 3.3.4. Please delete and redownload the Survey to see the latest changes.
