Cannot submit survey edits via inbox because of required photos #249

@talllguy While editing inspections (for QAQC), I tried to do so from the inbox, but was unable to submit the inspection because the photos do not come down with the inspection. For example: SWMFAC # 150072, I needed to update the access comment. We gave Upstream Embankment Cover a 3 rating (nothing to do with access), which requires a photo, subject and comment. Upstream Embankment Cover loads as a 3, but the associated photo does not, causing a flag and not allowing resubmission. Is there any way around this occurring in the inbox? I replicated the issue using the windows Survey123 app and was greeted with the same flag for requirements.

@talllguy In the response to MES' meeting minutes, I noted that edits for surveys that have a required photo need to happen in the "Sent" box.
