BMP Inspection CSV export - cell type #272

@johnshiu We noticed an issue today with the "BMP Inspection" CSV export from the NPDES FDM and how ArcMap treats it. For some, the "nr" comes in correctly, but for others, the "nr" turns into a null value because the field is not a string. Can you dump out the CSV with all fields as text?

This came about because, during Brent's QAQC of MES's inspections, he noted a lot of null values in their inspections when viewing the csv in ArcMap. In the AGOL/AGS feature services these are populated with nr/NR/Not Rated, but when you pull them into ArcMap they are null because the field is a double or not a string.

@KCI-Ablowers, could you please attach a sample CSV where this is happening? It would help me narrow down why the conversion is failing.

Also, Brent could theoretically connect to the SHA field GDB directly and view MES's inspection information and QC there directly, but I don't know if the CSV export has data that isn't available via the database table.

@talllguy I think this issue ended up turning into a duplicate of #271.
