Enable Inbox on NPDES IDDE Inspection #340

@talllguy It doesn't look like the inbox is enabled on the NPDES IDDE Inspection form. I don't see it in Survey123 on iOS or Windows.

@talllguy We are planning on starting inspections this week (possibly today). Is this something you can enable without affecting the form?

@KCI-Ablowers I will get this one implemented today. It is not a trivial thing to turn on given the photos so I had to check the requirements on this one. I found that we require Inbox in reqs 4.32 - 4.34. On GH, can you cite the requirements if applicable? It helps! Thanks!

@talllguy, can you point me to the requirements document? I thought this feature was implemented to allow for editing of inspections across next-gen?

Fixed in v2.2 of the form, released today.
