Reorganize the summary list for the inspection in survey123 to match the order in which the fields are listed in the survey
- Implement in Survey123 and webmap

Added some headings and sorted everything

@tallguy I think the headings are good to break up the survey sections. One change, 'Inflow Condition' and 'Inflow Stability' should be swapped to match the order in the form.
