Discuss whether sync back workflow pulls all changes or a selection.

For Survey123 inspections, we are using a single, unversioned dataset; however, we could selectively 'commit' inspections based on the firm or inspector initials, for example. The current script does not do this, though, and it just commits everything in the field to a QC version for review in the SHA NPDES database. I think if we do allow selective commits, then it should be by firm, since we will have QC versions setup for each firm already. I'll provide more detail about versions in #95.
