AIRTEMP field in FLOW_CHAR should be moved to INSPECTION table. AIRTEMP should be recorded at every IDDE site. Currently, FLOW_CHAR is only populated if flow exists and a sample is taken.

Just be aware that [...] this involves a data transfer also. That is air temp values exist already.
