When a source BMPS feature is related to a source BMP_POIS, the system should source the attributes below from BMP_POIS, not SW_TRACKING. Currently, it appears that the system is sourcing these attributes from SW_TRACKING in these cases.

RCN_PRE RCN_POST RCN_WOODS PE_REQ PE_ADR Q_POST Q_PRE Q_WOODS IMP_ACRES

@leeensminger I think I am still not getting all the attributes I should. BMPPOIs get into the FC in three different ways, so I need to have a followup routine that finds the data I am missing from 2 of these code paths and populates it.
