Selection set 1D - POIS - Selection set should not include Redevelopment Projects #64

Unless we have it documented somewhere else that this is not the case:

The selection set for POIS is intended to select for source.SW_TRACKING.CON_PURPOSE = New Development. Currently, it appears that this is not the case - the source data also include CON_PURPOSE values of Redevelopment Project, and these are being sent to the target output.

At least - they are shown in the append_failure tables. If the selection/filters for con purpose, bmp status, etc. are performed after the initial staging/join table, then all is OK.

The ETL currently takes these redevelopment points that are also associated to POIS, and puts them into the RestBMP feature class, with the POI ID. This is intended functionality.
