Added program tools tab to pull tool data from the program on load to make tracking required tooling to be loaded and what tooling currently resides in the carousel easier

I have rebased this over at https://github.com/dpslwk/probe_basic/tree/pb_program_tools

its clean and will merge

either pull my branch and force push or open a new pr
