Plasma db #91

Initial version of a plugin providing plasma table process information. This is used by the monokrom plasma UI but is not tied to it and could be leveraged by anyone wanting to manage that data.

The data shape is baked into the plug.

New dependency is sqlalchemy for anyone wanting to use this plugin.

Closing as should go into it's own branch until ready for merging to master.
