Refactor Utils #121

Consider refactoring utils.* classes to use static package methods. This would 
allow only the APIs 
needed to be compiled into a SWF.

To maintain backward capatibility, we could keep the existing classes, and the 
apis could map to 
the static APIs.

Need to determine what package structure would be.
