With the project being handed off from RedHat to the community, we need a replacement for the Openshift CI system. Since Prow is what we're used to and is also used upstream, we decided to setup a dedicated Prow system just for kcp, and over time migrate the Github Actions to use Prow instead.
This PR adds the manifests and scripts to provision Prow in a pre-existing Kubernetes cluster.
