We need the mechanisms to exist for creating content on the documentation subdomain and publishing it, having the routing work, etc.

We had discussed using Hugo+Docsy & Netlify, but other options exist.

Have asked our colleagues who hold the domain to point docs.kcp.io to kcp-dev.github.io via a CNAME.
