As an artist user, I should be able to purchase being a featured artist on the front page and to be at the top of discover artist page.
For this ticket, implement the ability to designate artists as featured in the admin view, and display them on the front page, designating the amount to show and making sure the distribution is even. The same should be shown for the discover artists page.
Possibly use a separate table for featured artists, that show if they are active and the last time they were imprinted. Could also store clicks through, to help drive analytics.
