Bookmarks on the timebar for youtube videos

What version of the product are you using? Of which platform? Chrome,
Firefox, Safari, Android or iOS? On what operating system?

What is your new feature suggestion?

This is not directly related to the ratings toolbar, but the idea is to mark 
times in the video with a hotkey that makes for easy revision of certain spots 
in a video.  For example, an educational video with many chapters can be marked 
at each chapter by a user just by using the hotkey.
