there are too many rows of data that are either duplicate or that only report very insignificant changes in location.

we should refactor the logic so that

it does not send the same latitude, longitude and name data multiple times
it does not send new latitude, longitude and name data that is within a reasonable variance

I've been doing a milli count too stop the reoccurring data issue. It's currently at 00:2.9 roughly 3secs
