Enable Functionality for Mouse Scroll Down Icon Animation

Closes issue #90

The updates in this PR allow users to utilize the scroll-down icon as a functional navigational tool, enhancing the user experience on the website. Implemented functionality for the mouse scroll-down icon to facilitate smooth navigation for users.
