[ ] create post-processing data step that includes interpolation of all datasets to daily

[ ] remove interpolation steps from dralle storage codes
[ ] remove interpolation steps from deficit calculation codes

The deficit code and plotting is functional but fairly basic. This part is taken care of, though, so it'll come over in the next pull request once the current pull request is merged! :)
