sanity check for ct files

would be nice to have a sanity checker, on ct files to check whether:

• the file exists,
• its a valid file (header and other features present)
• was hashed to the same hash table size as the rest etc.

motivation being that it will reduce the time wasted when finding these things out only while kwip is running
