Roughing parameters are disabled initially #19

What steps will reproduce the problem?
1. Start the program, open an STL file, create tools
2. Click the roughing step
3. Click the strategy modification tab
4. Even though the roughing check box is checked, layer height and skin 
thickness fields are disabled

What is the expected output? What do you see instead?
If the roughing check box is checked, the entry fields should always be 
enabled.  Un-checking and re-checking the check box causes the fields to be 
enabled

What version of the product are you using? On what operating system?
v0.9beta, win7 64-bit

Please provide any additional information below.
Java 1.7.0_5
