Add tool collision-check to 4 axis surface-normal strategy #6

After the application of inverse kinematic in FollowSurfaceNormalCutStrategy 
another collision test needs to be made to ensure that no part of the cutter 
collides with the part.
If so, either the collision may determine a maximum depth to cut along the 
surface normal or the inverse kinematic is not applied.
