Implement TTS for text messages

• Consider (espeak)[http://espeak.sourceforge.net/] via (pyttsx)[http://pyttsx.readthedocs.io/en/latest/install.html] and (MaryTTS)[http://mary.dfki.de/] to play back the complete text of a relevant warning. Maybe others?
• Create a routine to perform whatever substitutions are necessary to get the text ready for TTS processing ("EDT" and "MPH" should be spelled out, times should have colons inserted, locations should be punctuated by periods, what else?) .
• Generate audio from the text message.
• When the TTS file is ready, queue the message for playback as part of the initial announcement.
