Description

Created initial folder structure and hierarchy.
Created DBContext and Program.cs
Added CORS within Program.cs
Created models

All changes are required to continue work on current tickets and future tickets.

Pull down PR testing branch to local repo
View all changes made to folder structure as well as Program.cs and DbContext
