Remove Legend Box from Data Summary + Legends for all Datasets #35

The dummy legend box is no longer useful as we're using in-map legends. It should be removed and aesthetics for top bar revisited/retooled. Additionally, legends should be constructed for all datasets currently without legends.

Hmm do the vectors in bss need a legend? Would be tricky, because the colors represent direction but the vectors represent direction and magnitude. We could just represent magnitude with something more akin to a scale bar, because the value needs to change with zooming in/out

@jessicaguo this may be reworked when I start in on #42 - we'll revisit it then. Given that we'll be mapping magnitude with color, arrows will start to (mostly) be mapped to direction, so we'll need to rethink the way that the polylines are being calculated and shown. I'll give this some thought while I'm working over BSS. Let's close this for now!
