Overall this PR:

Updates the readme with some basic info on the project using a stock template
Creates boilerplate server and ui scripts
Builds out the data directory with the raw data for project buildout, the RomsBradley model data
Builds out the R directory, where all modules, functions and sourced code will live
Adds a small dummy module script as an example
